Billing originates from Pioneer Communications' headquarters office in Ulysses, Kansas. Your monthly bill contains a listing of charges, credits, payments, total amount due, and due date for payment. Service is provided on a month-to-month basis and begins the day service is installed. Charges for installation and one month's service are payable when service is requested. You will be billed monthly in advance of service. A change in services provided or location will result in a service or upgrade fee. If service is discontinued due to nonpayment , the past due charge and reconnect fee will be required to reconnect service. AutoPay is a free service that allows you to make automated payments to your Pioneer Communications account(s) on a recurring basis by direct debit of your selected bank account with the convenience of selecting your own payment schedule. EasyPay gives you two ways to access information about your Pioneer Communications account and pay your bill by credit card or debit card, either by phone or online from your computer. To pay by phone dial toll-free: 1-888-644-EPAY (3729), or you may simply dial quick code 644, when you are calling from within Pioneer Communications' telephone service area. To access EasyPay online, login in Customer Center page. Follow the simple instructions on our website to register your account and begin using the EasyPay online service.
Due Dates and Late Fees
Payment for service is due the 15th of each month. A late notice will be sent on the first business day after the 15th. Payments received after the 15th will incur a late fee. If payment has not been received by the date on the late notice, service will be temporarily disconnected and there will be a reconnect fee. If you do not reconnect, all rented equipment is to be returned to Pioneer Communications. NSF Fee: Any check returned to Pioneer Communications marked as "Not Sufficient Funds" will be charged a fee.

Explanation of Charges and Fees
Below is an explanation of charges that may appear on your monthly Pioneer Communications bill.
TelephoneAccess Recovery Charge
On November 18, 2011, the Federal Communications Commission (FCC) adopted significant reforms to regulations concerning the recovery of eligible telecommunications carriers' costs of providing Interstate services and access to the telephone network. In its order the FCC authorized a new per line fee, known as an Access Recovery Charge (ARC), which became effective for Pioneer Communications' telephone service customers in July of 2012, and is subject to change on an annual basis.
This is a basic monthly service rate for dial tone, allowing you to make and receive local (non-toll) calls. Failure to pay local service rate and applicable taxes and fees will result in disconnection and loss of service.
Carrier Cost Recovery Fee
This fee aids Pioneer Communications in the recovery of costs associated with providing state-to-state long distance service, including expenses for national regulatory fees; this recovery fee is not an end-user tax or charge required by the government.
- 911 Charge
A state/local government charge to fund emergency 911 services, such as fire and rescue.
Federal Universal Service Charge
The federal government established national programs to support universal telephone service. This fund assists with the costs of providing "affordable" services to low-income individuals and to residents in rural, high-cost areas. In addition, Congress has expanded the program to help schools, libraries and rural health care providers obtain advanced services, such as Internet access. All providers of telecommunications services contribute to the support of these programs. The amount on your bill depends on the services you order and the number of telephone lines you have. KS Universal Svc Fund
This is a charge applied as a percentage of your intrastate long distance toll charges mandated by the Kansas Corporation Commission to ensure all customers in rural high-cost areas of the state have access to affordable service. This charge supports the Kansas Universal Service Fund (KUSF), which supports the Kansas Lifeline program, Kansas Relay Services, Telecommunications Access Program as well as network enhancements and upgrades in rural areas. Federal Subscriber Line Charge & Federal Subscriber Multi-Line Charge
This charge is a charge created and regulated by the Federal Communications Commission (FCC) that allows local phone companies to recover a portion of the costs associated with interstate access to the local phone network. The Multi-Line Charge is for individuals or businesses who have more than one line./p>
City Franchise Fee
Cable operators, such as Pioneer Communications, are often required to pay a fee to the municipalities that they serve, for the rental of their rights-of-way. Federal law permits this "franchise fee" to be passed through to subscribers. In most cases, this fee appears on your monthly Pioneer Communications billing statement as a separate line item. This fee is generally a % of certain revenues derived from our cable operations.
Broadcast Retransmission Consent Fee
This fee is designated for the recovery of retransmission consent licensing costs that are presently imposed by commercial broadcast television stations in Kansas. Current federal regulations prohibit cable television operators and other multi-channel video programming distributors from retransmitting commercial television broadcast signals without first obtaining the consent of the broadcaster. Every three years commercial broadcasters are permitted to decide whether to demand carriage on a cable system without receiving compensation, commonly known as "must carry", or they are allowed to opt for the negotiation of an agreement before granting permission for their station's signal to be carried, referred to as "retransmission consent". Under current law, if a broadcaster elects to pursue a retransmission consent agreement, then they are entitled to demand compensation from the multi-channel video provider in the form of retransmission consent fees. Prior to 2009, these broadcast stations did not demand monetary compensation for the carriage of their signal on the cable system, and cable television customers were not required to pay this fee. However, in a departure from all previous years, each of the six commercial broadcast television stations originating from Wichita now refuse to grant permission for carriage of their signal without the payment of a per subscriber license fee for retransmission consent. The fee is collected and then remitted to the broadcasters based upon their respective license fee requirements.
